To ensure that council-owned accommodation is put to the best use, local authorities sometimes offer incentives to tenants to move to more suitable homes.
The 'Money to Move' Scheme

The council is currently reviewing its services and due to this review, the ‘Money to Move Scheme’ (the incentive scheme for Swindon Borough Council tenants) is now suspended until further notice.
Swindon Borough Council operates a scheme called Money To Move.
The scheme offers a grant of £1000 to any secure tenant who wishes to move into a one-bedroom non-family type property from:
- Two, three or four-bedroom house
- Two-bedroom ground or first floor flat
- Two-bedroom ground or first floor maisonette
Flats or maisonettes on the second floor or above (including multi-storey and tower-block types) and flats and maisonettes above shops and other retail units are not included in this scheme.
Restrictions
- The scheme is for secure tenants of Swindon Borough Council only, who are registered for a transfer
- Only one grant payment per household is allowed
- A maximum of 30 applications is allowed in any financial year
- Applications are dealt with strictly on a 'first come, first served' basis, so any eligible applicant should apply for the grant once they have accepted an offer for a suitable property
- No 'holding' or 'pending' list is kept; applications are dealt with as received
Who Qualifies
You must have a clear rent account (i.e. you must not owe any rent) and your current property needs to be in good condition and inspected by a housing department surveyor.
When and How the Grant is Paid
Once you have moved and returned all the keys to your old property, the grant will be paid directly into your bank account.
